They mention he was a major result of the Mushroom Wars, but he also came to Earth on the Catalyst Comet.
I suppose he was originally some sort of Eldritch Abomination Death-Bringer who came to Earth on the Catalyst Comet, (probably he originally looked like an Adult Version of his now Baby Form), but he was slain not too long after he landed on Earth.
However, then came the Mushroom Wars, and the nukes they used apparently utilized Magic as well, as demonstrated by stuff like how the resulting Mushroom Cloud Explosion had all these green ghostly faces coming out of it, and how a lot of the effects seemed more like something done through magic. As part of the many effects of the Mushroom Bomb, the said Eldritch Death-Bringer was brought back to life in an undead state, and given new powers from it too (like being able to possess people), now returning as even more of a threat as The Lich.
